Payment shortfall
When there are not enough insured benefits or savings to pay for a medical account, the amount owing is called a
payment
shortfall
. This often happens when a service provider charges more than what a member’s product provides for. A shortfall may be paid for from a member's medical savings account (MSA). But if savings are depleted, members become personally liable for the amount. A payment shortfall is not the same as a co-payment.
